This reminds me of when I first got XP Pro in 2003 and a new monitor - a Dell Ultrasharp 19" LCD monitor and I could barely read text as it was thin and gray colored. But you wouldn't like that because it looks like your first screen shot which to you is "blurry" but to me is very clear and sharp.

(Yes, Cleartype adjustment panel is still found in both Windows 8 and 10 but it is worthless junk in them as Microsoft finally admitted). What is needed is better contrast on Windows 8 and 10 because Microsoft abandoned Cleartype contrast levels starting with Windows 8. I have to set the websites to use 85% zoom level for text. I have a 24 inch Dell Ultrasharp wide screen monitor and I have NoSquint installed on Fx and Pale Moon and I use it to REDUCE the ridiculous HUGE font found on most websites even though my browsers are set to use 11pt and lower font size. No one should need higher DPI on 1920x1080 wide screen monitors. I don't understand how anyone could think that on a DESKTOP computer that a font that is spidery thin and gray instead of black is better for reading. So, I had to install Windowblinds on it also so I would have BLACK not gray font and a thick font instead of spider thin so that it was readable.

I did the Windows 10 Insider beta for nine months on a Hyper-V virtual machine and its font rendered just like awful Windows 8. I had to install Windowblinds on Windows 8.0 Pro so I could specify the Windows font (that Microsoft did not want me to change) and then get a program that helped me to get browsers to recognize Verdana Bold as my default font for everything on Windows 8. Your first screenshot is like XP which is the only decent OS font wise IMO. Windows 8 is natively like your second screen and was impossible for me to use for any length of time because it was so hard to read.just like Windows 7 was very difficult to read in the open beta (and I assume in the final product as I never had Windows 7 except for the open beta).
The second screenshot shows faint, gray font not black and thin, spider like much harder to read text. Your first screenshot uses very black font and the text is thicker. Your first screenshot is MUCH clearer and easier to read than the second one. For example chorme didn't support dpi scaling correctly, but firefox did, I don't know if that's been fixed. There needs to be a better solution for dpi scaling, but with 3rd party not writing their software to support it microsoft can't always make them, however you can report the problem to the software developer. 1080(1920x1080) is a multiple of 4k(3840x2160) so it's still considered aligned to the native resolution of the 4k monitor. In the case of 4k monitors people have had to lower the resolution to 1080 to use these programs, and just wasted money on a small 4k monitor which still cost less than their paid professional software. This includes paid professional, and security software that tend to use fixed variables on their gui. The scaling of metro apps was at least previously completely separate from desktop programs. Many programs still do not scale correctly with dpi correction, but metro apps do a better job of it, yet it's still not anywhere near perfect, it has even more limitations on dpi scaling than desktop programs. The dpi correction needed for 4k monitors can be insane, and if you applied that to a lower resolution monitor it would be unusable. If a person buys a laptop with a tiny 1080 screen, or a 4k monitor you'll find the dpi is already increased, otherwise needs to be increased. I use no dpi correction with my 1080 monitor, and none is setup by default.
It's a dpi scaling issue, more prevalent with tiny 1080 monitors, 4k monitors, people with sight problems, and people with multiple monitors with wildly different resolutions.
